my question "i added instance role @ 1:10 , deleted @ 1:20. billed 1 hour. if start instance @ 1:30 , stop @ 1:40 billed hour?"

you might think wont influence bill much, due misconfigured auto-scale think scenario above might have happened 50 times in last thirty days...

i believe that's you'll see. you're being billed minimum of 1 clock-hour each of instances. note: believe there's 5-minute "grace" window, looks you're going beyond that.

having said that: if it's happened 50 times, you're seeing @ 50 compute-hours beyond expected be, right? if that's case, @ least caught early, when it's cost $5.00 (assuming small instance single core).
